As a Compliance Officer with broad and extensive knowledge of HSE legislation, we are seeking a professional who can formulate guidelines and procedures while ensuring the implementation of standards for the functional discipline. You will be pro-active in upgrading local policies and management systems, initiating, formulating, and implementing new HSE processes and procedures.

About the job

 

 

The Compliance Officer is a guide for line management to deliver HSE policy, set the culture and manage hazards. Acts as a change agent for continuous improvement and a role model for compliance and commitment. Furthermore, the compliance officer supports the Location Manager in developing and auditing HSE policies, procedures, and guidelines across functions within the R&D Deventer organization in line with business needs, Nouryon (HSE) strategies and policies, relevant legislation, and standards.

Businesses are aiming at product-, process- and market innovations of value to their own department. They are supported by corporate teams of scientists organized into different research groups and an Expert Capability Group (Measurement & Analytical Science).

 

The Complex Organic Plant (COP) is a small production facility that serves as a development partner for new products within the Nouryon Businesses. COP manufactures products on a commercial basis and offers means for the development of new technologies and expertise in line with business needs.

 

 

 In your future role as Compliance Officer, you will

 

  • Advice - Act as internal consultant, formulate and present possible solution directions for non-standard HSE and compliance questions not captured in procedures. Supports Technical projects assuring HSE compliance with rules and regulations.
  • Keep up with in- and external developments (Nouryon standards and HSE legislation), (co)develop compliance policies and procedures.
  • Monitor the HSE compliance with and advice line management on actions to take with regards to legal requirements, procedures and instructions, internal audits. Monitor compliance of legislation (‘Wet- en regelgeving’) by following the changes in W&R register and determine the impact on Location Deventer activities (including Seveso regulations).
  • Optimization - Identify and evaluate noncompliance issues and opportunities for improvement, make suggestions for improvement and stimulate and support the organization in implementation hereof.
  • Supports assigned compliance related projects.
  • Develop, manage, implement and maintain ISO9001, IS14001 and HSE compliance systems and ensure the proper registration for internal and external interested parties.
  • Keep track of action closure from audits, inspections and incident investigations and report to stakeholders.
  • Keep up with internal and external developments related to ISO and ensure development, transfer and retention of knowledge and best practices as well as ensure functional excellence.
  • Coordinate local audits and inspection, including internal audits, corporate audits and inspections (such as HSE audit). Support the HSE specialists with preparing and follow-up of inspections by local and regional authorities.
  • Incident management – conduct and evaluate investigations following incidents and near misses.

 

 

 We believe you bring

 

  • Relevant academic degree or comparable (e.g. HBO), preferably in Chemistry or Chemical Technology.
  • At least 5 years relevant work experience in a chemical/industrial environment (preferably Seveso related).

 

 

Great if you have /are

 

  • Knowledge of Risk Assessments (a.o. RI&E, HAZOP).
  • Knowledge of management systems (ISO9001, ISO14001, NTA8620).
  • Fluent in English, Dutch is a plus.
  • Team player.
  • Result-oriented and innovative mindset to deliver continuous improvement.
  • Excellent communication.
