Rail Fleet Administrator

 

About The Job:

 

Nouryon’s Houston, TX location is looking for top candidates to fill the key role of Rail Fleet Administrator. This position is essential to:

 

Provide oversight and management of the company’s North American railcar assets, ensuring operational stability and regulatory compliance of the fleets, and the ability of the fleets to meet business service requirements. 

 

The RFA serves as the primary fleet operations contact with the railroads, the businesses, customers, logistics operations, logistics process & technology, logistics transportation regulatory & safety, and site logistics.

 

 

In Your Future Role as a Rail Fleet Administrator, You Will:

 

  • Develop, implement, maintain, and manage the inspection program that ensures all fleets are in compliance with business product stewardship and external regulatory authority requirements for inspections and maintenance.
  • Owns and executes rail car maintenance programs including coordination of car moves to shops, review and approval of budgets, coordination with 3rd party shop activity supervision, and fleet supplemental cars to cover maintenance absences.
  • Oversight, approval, and coordination of all mobile repair unit activity, off and on-site.
  • Owns and manages the work process for the onboarding and integration of new rail fleet assets.
  • Owns and manages the work process for the decommissioning and disposal of rail fleet assets.
  • Oversees the execution of the work process for the introduction and use of customer railcars into Nouryon for use in shipping product to customers. 
  • Oversees the execution of the work process for the securement and preparation for movement of supplier railcars after off-loading of raw materials.
  • Monitors car cycle times, dwell times and other KPI’s to identify opportunities for improvement, or to identify anomalies in performance; takes necessary action to resolve anomalies. 
  • Oversees, coordinates, and monitors all off-site storage of cars, and reports KPI’s to rail leadership with any recommend actions. 
  • Serves as the primary contact for all car movement, and other car specific operational issues.
  • Serves as the primary contact for Logistics Transportation Regulatory & Safety with respect to car safety, regulatory, and compliance items.
  • Serves as the primary contact for site logistics with respect to car maintenance, inspection, repair, and non-standard movement. 
  • Serves as the primary customer contact for any railcar issues occurring at customer sites.
  • The role has complete autonomy and authority to make and execute decisions within the assigned responsibilities of the role without leader approval. 
  • Role has autonomy to make decisions within the defined aspects of the role, only requiring management approval for increases in budget or deviation from defined policies/procedures. 
  • Incumbent in this role is expected to successfully perform all dimensions of the role and deliver against goals with minimal oversight - direction from management. 
  • Role has operational responsibility for $22M annual spend for these leased assets, and direct control and accountability for an annual maintenance budget of $2.6MM.

 

 

 

 We Believe You Bring:

 

  • Bachelor’s degree in Supply Chain, Logistics, or related field STEM/Business field from an accredited college/university, or equivalent work experience in rail logistics.
  • Minimum 8 years’ experience in logistics, including a minimum of 5 years specifically in a rail logistics operational role.  Chemical industry experience is preferred.  
  • Demonstrated knowledge and leadership experience in managing rail logistics activities.
  • Demonstrated experience and capabilities working with logistics service providers, including railroads, railcar manufacturers, railcar lessor, and railcar storage facilities.
  • Demonstrated in-depth, SME level knowledge of rail shipping requirements in North America.
  • Experience identifying and executing process improvement initiatives improving service performance and optimizing cost. 
  • Advanced working knowledge and skills with logistics technology platforms, especially rail focused applications:  SAP ECC/Hana, SAP-TMS, Intellitrans, railinc, etc.
  • Advanced working knowledge and skills with railroad portals/websites.
  • Advanced skills with Excel.  Data base experience is preferred.
  • Self-directed and able to work with minimal supervision.
  • Demonstrated ability to troubleshoot, quickly develop, and implement solutions. 
  • Demonstrated analytical capabilities, and the ability to make effective decisions based on data. 
  • Demonstrated ability to manage and adjust priorities in a dynamic business environment.
  • Demonstrated ability to develop and maintain interpersonal working relationships across functional and business organizational lines, with suppliers, with regulatory agencies, and with customers.
  • Demonstrated ability to lead a group of stakeholders with competing interest to a workable consensus. 
  • Excellent written and verbal communication skills; fluency in English is required.

This is a permanent position on a full-time basis, reporting into the Rail Logistics Team Lead based in Houston, TX.
